DC FIRST SOURCE and SECTION 3 REQUIREMENTS
DC FIRST SOURCE
The District is committed to providing careers to its residents. As such, the Department of Employment Services (DOES) created its First Source Compliance Program which prioritizes providing job opportunities to DC residents.
DAVIS and APAH have a specific alternative plan for this project that has been approved by the pertinent DC agencies. We are committed to ensuring that 75% of new hires for this project, if hired specifically for the project, will be District Residents. In addition, we will be providing training and job opportunities for up to 20 District Residents. See training information above.
SECTION 3
Section 3 is a HUD program. Our project is committed to making best efforts to ensure that at least 25% of labor hours on the project are performed by Section 3 qualified workers. Further, we will make every effort to have 5% of the project labor hours completed by Targeted Section 3 Workers meaning they are Section 3 qualified workers who are employed by a local Section 3 qualified business.
Section 3 is determined by HUD income limits. Per DHCD, Section 3 workers are any workers making below $84,400 annually. We are making every effort to provide jobs to workers that meet this classification.
TRAINING AND JOB OPPORTUNITIES
As part of our First Source Approved Alternative Plan as well as our Section 3 best faith efforts, DAVIS and APAH have committed to providing training for up to 20 District Residents. We plan to partner with the local Associated Builder’s and Contractor’s (ABC) chapter and enroll interested potential workers in the ABC CORE program for a 10 week training program. We will help graduates find job offers with our trade partners within the industry. Costs for candidates to enroll will be covered by DAVIS and APAH. We also provided food from local Ward 4 businesses including Busboys and Poets (Takoma Branch), Honeymoon Chicken, Timber Pizza, Cinder BBQ, and Mama Chepa’s.
We competed our first Cohort at the end of May. We enrolled (18) people in class and have (13) candidates who attended consistently. Of the (13), (10) graduated. We’ve placed (6) people (both graduates and non-graduates alike) with jobs thus far, (4) of whom are specifically working on the Fort Totten job site! Candidates who attended and passed receiving their OSHA-10, Fall Protection, and First Aid/CPR/AED Training as well as their ABC CORE Craftmasters certificate to ensure they’re ready for construction job opportunities. Classes were held at the Riggs Lasalle recreation center on Riggs Road NE.
DAVIS is actively trying to provide all remaining graduates and consistent attendees with job opportunities from our trade partners both on the Fort Totten project and on other projects.
